The LTSS Work Group is a statewide coalition of diverse stakeholders working to understand the system’s challenges and build recommendations for lasting change.
Colorado’s Long-Term Services and Supports programs help people with disabilities and older adults live independently in their homes and communities. These programs matter enormously to the people who depend on them. They are also under serious pressure.
Costs have risen steadily for years. The people who rely on these services report growing complexity and frustration. And the decisions being made about the system’s future are too often driven by short-term budget pressures rather than a clear-eyed understanding of what the system needs to serve Coloradans well over time.
This work group exists to change that.
What We Are Doing
A serious process. An open table.
Understand
Examining the full scope of Colorado’s LTSS system — its structure, its costs, its operational challenges, and the real experiences of the people it is meant to serve.
Engage
Bringing together people with lived experience, subject matter experts, advocates, providers, and policymakers to work through the issues together.
Recommend
Developing concrete, actionable recommendations for structural changes that are within the state’s control and designed to make the system more sustainable.
HOW IT WORKS
Structured for real work.
The work group operates through a Steering Committee of 20 members with diverse experience and perspectives. The Steering Committee guides the overall direction of the work and oversees the deep-dive subcommittees to be identified by the Steering Committee, each focused on a specific area of the LTSS system. Subcommittees develop recommendations that the Steering Committee reviews, refines, and votes on.
The process runs through September 2027. Final recommendations will be delivered to the Governor, the Joint Budget Committee, legislative health committees, and the public.
